If you go to a banned server's link, you can still verify.

This shouldn't be possible, the user broke the rules. There shouldn't be any way for new members to verify. Plus it uses resources on a server that is already banned too.

So, a simple column check in the database and then say the server is banned. Also, the server name should be blacklisted such that it can't be used by any new servers.
